Dear Secretary-General!
Sharing the concern of UNO about the problems of the World Community development, set forth in the UNO Declaration of Millennium (September, 2000) and in the materials of the anniversary 60th Session of the general Assembly of UNO (September, 2005), the International Academy of Science and Business Integration (IASBI, Moscow, Russia) proposes for consideration a concept of developing a harmonized world community.
The main reason of the major part of the world community problems lies in increasing disharmony in the development process of many countries. Development of the harmonized world community (HWC) is the aim and the way to minimize entropy processes, to build the world free of conflicts, antagonistic collisions leading to wars.
The World Community is part of the integrated nature environment developing in compliance with the laws of the global development (the laws of nature). This is the axiom. Unfortunately, ignoring the laws of nature in their activities, the World Community not only hampers its development, but also causes conflicts directed to self-destruction of the mankind.
What is the way to minimize the number of conflicts first, and later to avoid them?
That could be achieved through development and implementation of the concept of the harmonious world system that would perform its activity under the laws of nature.
The Department of the Harmonious Social and Economic Development of IASBI has all necessary scientific basis to form the concept of a harmonized world system model. We have developed a model to harmonize intellectual and social and economic relations in a dialectic (i.e. tolerant to the nature environment) public and state system (DPSS), allowing for conditions of Russia development.
The said model being universal in its nature could be applied to any country of the world community after its relevant adaptation. At the same time in compliance with the principles proceeding from the laws of nature an opportunity could be taken to develop an optimal model of the world community administration or management, thus allowing to execute UNO reform with the laws of nature being taken into account.
In the proposed DPSS model the goal function of the development is to form based on the laws of nature harmonious public and state systems ensuring dynamic growth of people’s life quality leve being an integrated criteria of two harmonies:The optimal interrelation of the resulting vector of these harmonies with the vector of harmony of the integrated nature (ecological) nature will allow the world community developing along an ascending and expanding double spiral of the nature.
Herewith we enclose a concept of the model to harmonize social and economic relations in the Russian Federation for you to get the general idea of our research works and studies.
We would highly appreciate these materials to be further discussed at a relevant conference organized under the aegis of the United Nations Organization, with participation of world leading academies and scientists.
